West Siang KVK team visits farmers’ field

ITANAGAR, Jan 16: A team of KVK, Basar, West Siang led by A. Kirankumar Singh, SMS (Agronomy) visited the different farmers’ field, who have been involved under different demonstration, frontline demonstration programmes of the KVK under ATMA and TSP programmes of ICAR Basar yesterday.

The team monitored the crop fields of Pea, Toria and Potato in farmers’ fields in different villages, including Regi, Nyigam, Ret Putu, Medical and Industry Colony. Most of the farmers’ fields were found satisfactory and impressive accepting the field of a farmer, namely Todak Basar of Nyigam village, which was heavily affected by red ants and termite.

 

Union demands posting of CO, establishment of  Police Outpost

ITANAGAR, Jan 16: All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students Union (APPDSSU) has appealed to the state Govt  for immediate posting of circle officer and subordinate staff in Dessing Passo circle.

In a four-point memorandum submitted to the  health and family welfare minister, the  Union said though the  Dessing Passo circle was established in 2003, no circle officer is posted to the  circle office till date.

Other demands of the Union include immediate establishment of permanent police outpost at Dessing Passo circle, erection of BSNL tower at Pakke Kessang and proper demarcation of Seijosa Govt Hr Secondary school boundary.

 

LWS celebrates annual day

ITANAGAR, Jan 16: The Lobom Welfare Society (LWS) celebrated its 38th years of the Society's formation cum 7th Annual Lobom Day at Kamba yesterday in grand manner under the chairmanship of Kiken Lobom, one of the senior most founder members of LWS.

Lobom Day was also celebrated by the society members scattered in West Siang, East Siang, Upper Siang, Lower Dibang Valley, Itanagar yesterday.

At Itanagar, the celebration was attended by senior officers, senior citizens from Kamba circle residing at Itanagar and other members of LWS.

Arunachal NCP unit reconstituted

ITANAGAR, Jan 16: The Nationalist Congress Party (NCP) president Sharad Pawar has approved the appointment/reconstitution of party’s new executive body of Arunachal Pradesh led by Kahfa Bengia as President.

New Tawang DC visits war memorial

TAWANG, Jan 16: New Deputy Commissioner of Tawang Abhishek Dev visited Tawang War Memorial today and paid homage to the martyrs of 1962 Sino-Indian war by laying wreath. The DC was informed about the immense sentimental attachment of the locals and Lamas with the War memorial.

Later, the DC interacted with Brigadier JS Rajpurohit, Commander, Tawang Brigade about various station matters. He was apprised of the steps being taken by Army towards overall development of Tawang.

Appeal to end teachers strike

ITANAGAR, Jan, 16: All Papum Poma Students Union (APPSU) today appealed to the state Govt to take immediate steps for amicable solution to teachers problem and bring an end to the ongoing agitation of All Arunachal SSA Teachers Association (AASSATA).

Expressing anguish over the on-going pen down strike, the Union said that it has hampered the  academic career of the school children.  Students who have to appear CBSE are the worst sufferers of ongoing strike, it said and appealed to resolve the standoff so that class could be resumed in schools.

 

Judicial enquiry demanded

ITANAGAR, Jan 16: Capital Complex Karga Ao Welfare Association (CCKAWA) strongly condemned the heinous and barbaric killing of Goto Yudik and demanded judicial enquiry into the death of Yudik. The society also demanded capital punishment for the culprit involved in the heinous crime.

 

Four houses gutted in fire

DAPORIJO, Jan 16: A massive fire broke out in two different places yesterday and gutted four houses causing loss of properties worth crores of rupees at Super Market and Medical Colony, Daporijo.

Many local ornaments and other immovable properties were damaged in both the accidents. The fire damaged RCC buildings and kutcha houses.

Reportedly, the fire at medical colony was caused by a short circuit while the cause of fire at Super Market is yet to be ascertained.

The owner of the house at Super market has lodged a complaint with police against a suspect, who might have intentionally caused the fire and appealed the police to investigate the matter immediately.

Meanwhile, officer in-charge of the fire station told that some public snatched their water pipe and got involved themselves to douse their own houses which led to a argument among the public during the incident at Super Market. Meanwhile, public appealed to the authority concerned to provide more fire tenders along with firefighters in view of the increasing fire accidents. They say, presently there is only one fire tender which is insufficient.

One Yama  Bulo, a widow, who lost  her life time earnings, including local ornaments and semi RCC building was in deep shock at the tragedy.

Wild meat up for sale at Daporijo market

DAPORIJO, Jan 16: Wild animals are in extreme danger in Upper Subansiri as endangered animal species like porcupines, squirrel, flying squirrels, deer, pheasant and many other wild animals are being sold in open market in Daporijo. Even State Bird Hornbill has not been spared from their cruelty.

The school going children come over here to watch the different kinds of rare animals which are often seen only in some TV channels.

High demand of wild meat resulted in large scale selling of such meat in the markets here.

These wild animals are brought from different villages of the district by hunters and are being sold in the market to the ‘main’ meat sellers in high rate. There is an open competition among the meat sellers to collect wild animals from the “main seller” when it is brought from the village by hunters.  Some sellers even go to village personally and buy the meat there in gross. Later, these wild meats are sold in higher rate in the Daily Bazaar.

There is no fixed rate for such wild meat. Rates vary on the basis of the animals’ type, size and demand.

This wild animal meat is also offered to officers and other public leaders as a gift to please them and get their works done. Offering of wild meant has become a trend here, it is generally practiced during the March ending to please their bosses.

Many meat sellers and villagers without hesitation say they earn their livelihood from this profession.

There is also serious public concern over random killing and sale of wild animals in the district which was expressed during the recent Si-Donyi festival. Taking the opportunity of the festival, many sane citizens have appealed every one to protect wild animals.  Meanwhile, public here accused department concerned for their inaction to prohibit/ban open selling of wild meat in the market. They demand that  the department concerned should take necessary action to protect the wild animals from being extinct by conducting regular checking in the daily bazaar and special initiative should be taken up for protection of state bird.

Crackdown on helmetless riders, tinted films on car windows

ITANAGAR, Jan 16: The District Administration in coordination with CEO, PPPF personnel and police carried out its drive against violators of various rules under Motor Vehicle Act for the third consecutive day today and riders riding two wheelers without wearing helmet, driving license and other documents were imposed fine.

In a unique mechanism, a “Mobile- Court” was setup at the ground here today. The violators were imposed on-the-spot fine and a penalty of Rs 61,000 was realized in the process. A total of 143 persons were found violating the law.

Similarly, the drive against tinted films on car windows was also continued for the third day today and many cars found with tinted films were peeled off.

The drive against tinted films and riders riding two wheelers without wearing helmet and driving license, etc would be continued for another few days.

 

 

Ering moves Centre for minority development package

PASIGHAT, Jan 16: Union Minister of State for Minority Affairs Ninong Ering, who was in a week-long whirlwind tour to different remote areas of Arunachal, today said the Centre is putting priority on development of the minorities. He said the union government through implementation of various schemes under Multi Sectional Development Program (MsDP) in minority dominated districts, is taking step to boost their socio-economic status.

The union minister, who is native of Pasighat in East Siang and MP from East-Arunachal parliamentary constituency, informed that he has moved the Union Government and National Planning Commission for allocating more funds for the development of minorities in NE states including Arunachal Pradesh.

“I have met Prime Minister Dr Manmohan Singh, AICC Chairperson Sonia Gandhi and Commissioner of National Planning Commission and requested them to give special package for development of minorities in Northeastern states and put special emphasize to the region. I also discussed the matter with Arunachal Chief Minister Nabam Tuki for enhancing coordination between the state and Centre in order to accelerate the pace of development activities,” Ering said adding that he was initiating for inclusion of more minority groups of Arunachal in the list.

Ering further informed that there was a drastic cut of minority development fund of Rs 1000 crore of existing plan under various reasons such as, non-implementation of schemes and non-submission Utilization Certificate (UC) against the implemented schemes and other technical fault. According to him, the drastic cut of the huge amount hit-hard development of the minority groups.

The religious groups, including Muslims, Sikhs, Christians, Budhists, Jains and Zoroastriants (Parsis) have been notified as minority communities under section-2 (C) of the National Commission for Minorities Act, 1992.

As per census of 2001, the percentage of minorities in India is about 18.4 % (of them Muslim constitutes 13.4%, Christian 2.3%, Sikh 1.9%, Budhist 0.8% and Parsis 0.007%).

There are 41 ‘Minority Concentration District’ throughout the country. Minorities belonging to five minority groups other than Jains are found in seven districts in Arunachal viz. Tawang, W/Kameng, E/Kameng, Papum Pare, Lower Dibang Valley, Tirap and Changlang. The MsDP aims at improving socio-economic parameters of basic amenities for improving the quality of life and reducing imbalance in the Minority Community Dominated Districts (MCDs) during the exiting plan. As such, identified ‘development deficits’ would be made up through a district specific plan for provisions of better infrastructure of educational institution, sanitation, drinking water and electricity supply besides beneficiary oriented schemes for creation of income generating activities.

Moreover, the government is taking up developmental schemes under Multi-sectoral Development Plan (MsD Plan) depending on baseline survey of the MCDs, which is carried out by Delhi based Indian Council of Social Science Research(ICSSR).

 

 

Dabii condemns Aalo incident

ITANAGAR, Jan 16: MLA and Adviser to Chief Minister Tako Dabii has vehemently condemned the recent Aalo incident and said that such incidents are against our (tribal) culture and ethics.

Dabii in a release said that formation of various associations, unions or organizations in the name of student or students’ organization by some persons, who are not student in real term, is signaling impending danger to the civil and rural society. Only students, who are in schools, colleges and universities should be there in such student unions, Dabii said while drawing the attention of the State Government towards the serious issue.

Dabii also blamed the intelligence failure for the Aalo incident and criticized the administration’s ‘inactiveness’ in tackling the situation “in that point of time”.

Dabii suggested the government to reconsider the system of promotion, posting and transfer of all Govt. officers and officials of various departments. He said that transfer and posting should not be like that of posting or transferring one from ‘bedroom to kitchen or kitchen to common room’.

“The matter needs further introspection and perspective approaches in all fronts of government functioning by considering all the happenings (incidents) in the last 16 months,” the release added.

 

 

Ensure regular water and electricity supply: ALSU

ITANAGAR, Jan 16: While appreciating the Capital DC Sanjoy Goel, additional district magistrate Talo Potum  and  SP Surinder Kumar for  carrying out various drives including on-going drive against the use of tinted glass in vehicles, the Arunachal Law Students Union (ALSU)  today appealed to the  citizens  to strengthen the  hands of both DC and SP in their efforts to make Capital a better place to live in.

Assuring to support the administration, ALSU called upon the Capital DC to ensure the availability of the basic needs like adequate drinking water and to control increasing prices of essential commodities.

At least drinking water and electricity facilities should be made available regularly to all citizens in all sectors of the capital complex, ALSU said.  ALSU said that the administration should take steps to prevent misuse of red light and VVIP vehicles. It further hoped that administration will immediately arrest the culprit involved in assassination bid on Tongam Rina, Associate Editor, Arunachal Times.

 

 

Month-long free coaching camp ends

CHANGLANG, Jan 16: The month-long free coaching classes for class X students concluded on January 12 with a simple function at Govt. Hr. Sec. School Changlang.

Attending the concluding function, Dr. Mekcha Khimhun, SMO Changlang appreciated Seva Bharati for conducting the free coaching for the students appearing CBSE Board Examination 2013. She gave some tips to students that are useful in solving any problems in Mathematics, Physics and Chemistry. She said that written practice is the best way to learn Mathematics and Sciences.

Sunanda Singpho, Principal, Govt. Hr. Sec. School, Changlang appreciated Seva Bharati for conducting coaching camp and Rishikesh Diwakar, a B.Tech. degree holder for sacrificing his time and energy by coming from Pune to Changlang to render his selfless service to the students. Singpho also assured to extend cooperation as and when needed to Seva Bharati in conducting in any such programme in future.

Tangjong Techi, BDO, Khimyang CD Block as president of Seva Bharati Changlang highlighted that Seva Bharati has been working for many years throughout India involving qualified and intellectual persons to help people mostly the down trodden in their efforts towards development in the field of education, health, Industry and many other sectors.

He informed that Seva Bharati had conducted health camps free coaching classes and training on Homeopathic medicines in Changlang District during the recent past.

Rishikesh Diwakar informed that 130 students attended the coaching classes. He wish that such more programme should be conducted at Changlang in near future and assured that he will come to Changlang as and when informed.

ACS demands transparency in recruitment process

ITANAGAR, Jan 16: Arunachal Civil Society (ACS) today appealed to the  higher authorities of North Eastern Regional Institute of Science and Technology (NERIST) to cancel all those appointments made against the reserved seats for APST candidates.

In a memorandum addressed to the  Governor, the ACS  claimed that   though 45 per cent job under group C and D posts are reserved for ST candidates,  non-APSTs have been appointed  in reserved posts.

Armed with relevant papers, the  Society alleged that  out of 133 posts under A and B category, only 17  APST candidates were recruited  since the inception of the  institute.

Blaming   the NERIST authority for  its alleged failure to fill up all the backlog vacancies, the Society also  said that  OBC candidates  have  been given more than their share in non-teaching  and teaching posts. It requested the NERIST authority to fill-up  the backlog vacancies without delay  with APST candidates.

It further raised questioned regarding appointment of one of the assistant registrars, who was allegedly involved in corruption  annd demanded enquiry into the appointment of a ‘foreigner’ as laboratory assistant/helper.

While referring to the interview conducted in October last at Guwahati, the Society said that  tribal candidates  with  15 to 20 years experience in Govt service have been deprived of.

The society requested the chairman NERIST society, BOM chairman and NERIST director to look in the matter within a month so that the ASPT candidates get their due share  in recruitments.

More clues about HIV

In 2009, researchers released the findings of a six-year HIV vaccine study carried out in Thailand known as RV144. Conducted among 16,000 HIV-negative men and women, the trial found that HIV infection rates were 31 per cent lower among participants who received the vaccine than in those who had not.

It was an encouraging protection rate, but short of the minimum 50 per cent prevention rate required to slow the epidemic, which afflicts an estimated 34 million people worldwide, according to researchers at Duke University in the US.

Now, researchers say they have a better understanding of why the vaccine might have worked - and possible new targets for future vaccines.

Released in a recent edition of the journal Immunity, the study found that the vaccine prompted an immune response from four different antibodies. Researchers from Duke University, the US Military HIV Research Programme and the Thailand Ministry of Public Health used data collected from three of the trial's participants to determine that these antibodies worked on an important site on the surface of HIV-infected cells. These antibodies essentially marked infected cells for death by natural killer cells, part of the body's immune response.

The research could change the way future HIV vaccines are designed.

According to study co-author and Duke Human Vaccine Institute director Barton Haynes, the findings show the importance of often ignored "variable" sites on the surface of infected cells for vaccine research. Traditionally, most researchers have shied away from pinning their hopes on such sites because they differ across strains of HIV.

This study follows similar results from South African research that may have identified yet another novel vaccine target. The South African research looked at broadly neutralizing antibodies that target and bond with specific sugars, blocking the virus from infecting healthy cells.

An open letter to Chief Minister

Dear Editor,

Through your esteemed daily, I, on behalf of the All India DRDA Staff Welfare Association, Arunachal state unit would like to write an open letter to chief minister for needful action.

That sir, you are well aware of the fact that the GoI has continuously been insisting for absorption of DRDA borne employees into the state Govt for last many years and even the Centre had served warning to state Govt stating that it might stop DRDA funding at any moment if the state Govt fails to absorb the DRDA staff.  The Central Govt also assured in written that it would continuously bear 90 per cent of salary expenditure of DRDA employees even after absorption of the their service.

Accordingly, the department of RD had moved a proposal for absorption of 561 DRDA employees by creation of similar posts in RD department.    There needs no additional fund to be made for absorption of DRDA staff as the salaries  etc  will be paid from DRDA admin fund already being shared by both Centre and state Govts on 90.10 basis.

The proposal has also been thoroughly examined by respective departments.  However, as the file reached to your office in February 2012, it caught with inertia. Finally it is understood that your good office has returned the file to the department of RD on Dec 22, 2012 on the pretext of austerity measures enforced in the state.

That sir, the DRDA staffs find it utterly disgusting over the way the file has been returned. Our grievances are that the file had been lying with your office for about six months before the austerity measures were imposed and therefore, the matter could have been disposed of during that interim period. Secondly, creation of posts/appointments/promotion etc has continually been carried out amidst the ongoing austerity measures and as such, the said proposal could have been disposed off provided that a little wisdom has been there with your government. Thirdly, the on-going austerity measures have got no relevance with the proposed scheme of absorption/creation of posts as it does not entail any additional financial implication on the state exchequer.

At this juncture, we wish to have an assurance from your government that it would bear the 100 per cent salary fund as against the present 10 per cent, if GoI all on a sudden stops sharing 90 per cent on the ground of non-absorption of the concerned employees.

The  DRDA employees are, of course, still in hope that your government would give a re-thought over the issue and consider  for the absorption on priority.

Obey traffic rules

Dear Editor,

Through the columns of your esteemed daily, I would like to request the common people of the state, particularly the vehicle users and bike riders on the road to take some precautionary measures and obey traffic rules while driving vehicles/ riding bikes for safety and security.

Please don’t mix driving with drinking and don’t use mobile phone while driving. Consumption of alcohol and use of mobile phone is punishable offence. Always use seat belt and wear ISI marked helmet while driving vehicle/ motorbike.

Last but not the least, the road users must follow traffic rules  to avoid road accidents.
